The first question many companies will need to answer when considering the likely impact of REACH on their business is whether their particular substances, either those bought in, those they manufacture or those they sell, are covered by the REACH legislation. And this is not always as simple a question as one might imagine. While REACH applies to all substances manufactured or imported into the European Union in the amount of one tonne or more per annum there are several product types are excluded from REACH, as they are already covered by existing health and environmental legislation - but which product types are these?

REACH includes many of the chemicals used in the manufacture of exempted products, and even some of the exempted ingredients. Similarly, REACH exempts a whole range of natural based materials, such as ores, some plant extracts and some gases, but these exemptions are by no means predictable.............. and what may be even more confusing to anyone new to REACH is that the text of the legislation does not bring this information together in one place.
